Creates a stable link target that survives rewording of a heading.

Usage: {{Anchor|STABLE_ID}} placed at the start of a heading, then link to it as [[Main Page#STABLE_ID]] or https://support.anitracking.com/index.php?title=Main_Page#STABLE_ID.

Without this, MediaWiki derives the anchor from the whole heading text including punctuation, so any edit to the wording silently breaks every link pointing at it.

Used by the contextual help in the application - the ids match the Identificator column of the HelpPages table.
